at 175 lpi 1% dot is 16 microns.
16 microns dot is difficult to hold in flexo because of plate pressure.
As a result solution is to use hybrid screening.

dots between 1 to 3% will be used with bigger size but the quantity of dots will be less to give less density effect to eyes.

so yes the 1to 3% area will be cross modulated together with the shadows area 95% to 99%.

everything in between is stable and will be done using AM screening.

You can rip files using HXM screening with harlequin rip and test the result before final print.
